If you do FOB quotes with customers, you need to pay ENS fees, and ENS fees fall under the FOB category. Since this operation is carried out before the ship leaves the Chinese port, the FOB customer must pay the ENS fee.
It should be noted that if the shipment is destined for Latin America, but needs to transit in the United States, then you must also declare AMS, because the United States plays an important role in Latin American shipping, and most of the cargo to South America will transit in the United States.
